- History. Located in Detroit, Michigan, New Center Community Services was incorporated in 1979 as a nonprofit mental health center. With a staff of 13, New Center began providing quality treatment to 500 residents of Detroit, many of whom had been recently released from psychiatric hospitals and needed outpatient treatment for the medications they were taking.
